UefiDriverEntryPointFwCfgOverrideLib will use PcdEntryPointOverrideDefaultValue to decide what to do in case the fw_cfg file specified via PcdEntryPointOverrideFwCfgVarName is not present. Default is "yes". This allows to disable drivers by default and only enable them when requested via fw_cfg.
