PcdMaxSizeNonPopulateCapsule and PcdMaxSizePopulateCapsule are declared to support Dynamic, but used by FixedPcdGet32 in CapsuleRuntimeDxe. QueryCapsuleCapabilities is a runtime interface and PCD protocol can’t be used in runtime environment.
