These library classes are now linked with MdeModulePkg/Universal/Variable/RuntimeDxe/VariableRuntimeDxe.inf to optionally support secure variables. For EmulatorPkg, secure boot is not currently enabled, so we map these libraries to the NULL versions that don't support secure variables.
