Zhao, ZhiqiangX 84a52d4d03 BaseTools: SKU inheritance. 
If the SkuB's parent SkuA is not in SKUID_IDENTIFIER, then
make SkuB inherit from SkuA as if the SKUID_INDENTIFIER
is ALL.
