Library/CompilerIntrinsicsLib was moved from ArmPkg to MdePkg. Since MdePkg is passing EccCheck without needing to ignore CompilerIntrinsicsLib, just remove it from ArmPkg.ci.yaml. This fixes the error during "stuart_ci_build": ERROR - EccCheck.IgnoreInf -> Build/.pytool/Plugin/EccCheck/ArmPkg/Library/CompilerIntrinsicsLib not found in filesystem.
