If we search the codebase for &gEdkiiVariablePolicyProtocolGuid we can find two drivers which install this policy: VariableRuntimeDxe (installed in VariableDxe.c) and VariableSmmRuntimeDxe (installed in VariablePolicySmmDxe.c).
