klu2 8840ad589e PCD tools update: ... 1) CollectPCDAction will get all PCD information from FPD file but *not* search SPD and MSA file. 2) ALL PcdBuildDeclaration in FPD file has been moved from common <PcdBuildDeclaration> to seperated module's <PcdBuildDeclaration>.
