wuyizhong b69bb9ba72 Support MSA build options. Now the build options from four places: 1. tools_def.txt ... 2. MSA <ModuleBuildOptions>/<Options> 3. FPD <BuildOptions>/<Options> 4. FPD <FrameworkModules>/<ModuleSaBuildOptions>/<Options>.
