REF: https://bugzilla.tianocore.org/show_bug.cgi?id=2696 Remove the orginal Fmp Capsule Dependency implement, and use new FmpDependencyLib, FmpDependencyCheckLib and FmpDependencyDeviceLib APIs instead. A platform can perform the dependency check in a platform specific manner by implementing its own FmpDependencyCheckLib.
