Every processor's StartupApSignal is initialized in MpInitLibInitialize() before calling CollectProcessorCount(). When SortApicId() is called from CollectProcessorCount(), AP Index is re-assigned by APIC ID. But SortApicId() forgets to set the correct StartupApSignal when sorting the AP. The patch fixes this issue.
