On AMD processors the second SendIpi in the SendInitSipiSipi and SendInitSipiSipiAllExcludingSelf routines is not required, and may cause undesired side-effects during MP initialization. This patch leverages the StandardSignatureIsAuthenticAMD check to exclude the second SendIpi and its associated MicroSecondDelay (200).
