REF: https://bugzilla.tianocore.org/show_bug.cgi?id=1722 Since we will merger the BaseUefiTianoCustomDecompressLib in MdeModulePkg into BaseUefiDecompressLib in MdePkg and remove the one in MdeModulePkg. So here update the Platform to use the UefiDecompressLib instance in MdePkg.
