OvmfPkg/Library/NvVarsFileLib allows loading variables into emulated varstore from a on-disk NvVars file. We can't allow that when secure boot is active. So check secure-boot feature and shortcut the ConnectNvVarsToFileSystem() function when sb is enabled.
