The driver uses the GraphicsInfo HOB and GraphicsDeviceInfo HOB passed from PEI to find the graphics controller to manage and produce the GraphicsOutput protocol. GraphicsInfo HOB and GraphicsDeviceInfo HOB are created by a PEIM which initializes the graphics controller hardware in PEI phase.
