Chen A Chen 3888487499 SignedCapsulePkg: Remove PalLib in dsc which was missed at 52664c5 
The PalLib is IPF specific and will be removed from MdePkg.
So this patch removes PalLib in SignedCapsulePkg.dsc which was missed
at 52664c525223a36e5cb9b141b11dec413908b1dd.
