new mode: --mode='backend-health' (#2795)

* Update plugin.pm

adds a mode to get backends unhealthy host count (FYI: mode backend-status DOES ONLY work on App Gateway v2, not on v1 which are the most deployed globally; app gateway v2 is recent)
