Chris Crone 87153b9d25 local.compose.build: Ensure images are exported

If a user has BUILDX_NO_DEFAULT_LOAD=1 set, then the images will
not be stored in the image store unless we explicitly say that they
must be.

Docker Compose CLI

This CLI tool makes it easy to run Docker containers and Docker Compose applications in the cloud using either Amazon Elastic Container Service (ECS) or Microsoft Azure Container Instances (ACI) using the Docker commands you already know.

To get started, all you need is:

An AWS or Azure account
Windows: The Stable or Edge release of Docker Desktop
macOS: The Stable or Edge release of Docker Desktop
Linux: Install script
