Adds the `flat-square` style to action badges. Styles can be selected by
adding `?style=<style>` to the badge endpoint. If no style query is
given, or if the query is invalid, the style defaults to `flat`.

The current action status badge are looking different from most other
badges renders, which is especially noticeable when using them along
with other badges. This PR updates the action badges to match the
commonly used badges from other providers.

The new code structure is easier to make more improvements or
refactor, for example: change the colors to de-emphasize more, or design
some new layouts.

1. correct the modal usage on "admin email list" page (then
`web_src/js/features/admin/emails.ts` is removed)
2. use `addDelegatedEventListener` instead of `jQuery().on`
3. more jQuery related changes and remove jQuery from
`web_src/js/features/common-button.ts`
4. improve `confirmModal` to make it support header, and remove
incorrect double-escaping
5. fix more typescript related types
6. fine tune devtest pages and add more tests
This PR only does "renaming":
* `Route` should be `Router` (and chi router is also called "router")
* `Params` should be `PathParam` (to distingush it from URL query param, and to match `FormString`)
* Use lower case for private functions to avoid exposing or abusing
Since `modules/context` has to depend on `models` and many other
packages, it should be moved from `modules/context` to
`services/context` according to design principles. There is no logic
code change on this PR, only move packages.
- Move `code.gitea.io/gitea/modules/context` to
`code.gitea.io/gitea/services/context`
- Move `code.gitea.io/gitea/modules/contexttest` to
`code.gitea.io/gitea/services/contexttest` because of depending on
context
- Move `code.gitea.io/gitea/modules/upload` to
`code.gitea.io/gitea/services/context/upload` because of depending on

Replace #25446, fix#25438
All "cancel" buttons which do not have "type" should not submit the
form, should not be triggered by "Enter".
This is a complete fix for all modal dialogs.
The major change is "modules/aria/modal.js", "devtest" related code is
for demo/test purpose.
The idea is to use a Layered Asset File-system (modules/assetfs/layered.go)
For example: when there are 2 layers: "custom", "builtin", when access
to asset "my/page.tmpl", the Layered Asset File-system will first try to
use "custom" assets, if not found, then use "builtin" assets.
This approach will hugely simplify a lot of code, make them testable.
Other changes:
* Simplify the AssetsHandlerFunc code
* Simplify the `gitea embedded` sub-command code
