Introduce IoEngine::SpawnCoroutine wrapping asio::spawn and Boost exceptions

This is required to

- catch all exceptions and wrap them into Boost exceptions. They
are the only ones allowed with Boost.Coroutine.
- set a dedicated coroutine stack size for Windows.
