GHA: use a CMake version which can set(CMAKE_CXX_STANDARD 17) where possible 

especially on Amazon Linux which seems to have trouble with our workaround:
set(CMAKE_CXX_FLAGS "${CMAKE_CXX_FLAGS} -std=c++17")
