Michael Friedrich 44d0c9013b Ignore synced config zones where no config item exists 
The culprit is that we're in compiling configuration stage here,
we don't have access to `Zone::GetByName()` as objects have not
been activated yet.

Our best guess is from a config item loaded before (e.g. from zones.conf)
since no-one can sync zones via cluster config sync either.

It may not be 100% correct since the zone object itself may be invalid.
Still, if the zone object validator fails later, the config breaks either way.

The problem with removal of these directories is dealt by the cluster
config sync with stages.

* Remove use of spaces for formatting
These could be found by using `grep -r -l -P '^\t+ +[^*]'
* Removal of training whitespaces
* A few lines longer than 120 chars

Michael Friedrich 0a1dad0a8f Fix broken cluster config sync w/ latest api changes 
Apart from dropping the requirement of adding 'include_zones "etc", "zones.d"'
on upgrade to 2.4, we've forgotten to register the local zone directory into
the new ZoneFragment tree.

This fix adds a new function to register the local zones.d directory.
After that the config sync works again.

Jean Flach cc5a8da6e8 CLI: Add 'troubleshoot collect' command 
By calling `icinga2 troubleshoot collect [--console]` a small file
containing basic application information and a tail of all found logs
and the latest crash report will be created [or displayed].
It does not collect config files at the moment.
