Fix that strtoupper can't handle non ascii chars
...
Fixed by not using strtoupper or by using it prior
to the translation of the corresponding string.

Most of the monitoring overviews link to detail information, e.g. the full information of the involved monitored
object. Instead of reintroducing link generation and translation in those views, this helper contains most
frequently used jump links.

Allow jumping to already visited pages

This was already possible using just the base implementation of Wizard
but since WebWizard has optional pages it did not work with pages that
had such an optional page as previous page.
