d2a7254a37 doc: Prefer "root" doc path over configured path 
If the "root" doc path, i.e. application/doc exists, it is preferred over the configured
one.

At least 'modules/doc/run.php' issues a warning about "The use statement with non-compound name 'Zend_Controller_Router_Route' has no effect"
