98fbfe68a8 Redirect to /setup if necessary 
A user gets now redirected to /setup in case he is not logged in, the token
file exists and no config.ini was found.

71f55e388f Only display custom menu renders on XHR requests and not in regular HTML 
The main navigation should be rendered without a working backend.
