Fix SQL Backslash Preference state

Move IDC_CHECK_BACKSLASHISESCAPECHARACTERFORSQL BM_SETCHECK from IndentationSubDlg processing to LanguageSubDlg processing to fix the regression in v8.7

fixes #16249
