Look for '${host}-ar' before 'ar'. 

This changes configure.ac to look for '${host}-ar' as set by
AC_CANONICAL_HOST before looking for the unprefixed 'ar'.
Useful when cross-compiling when all your binutils are prefixed.

bz#2352.
