* lib/PandoraFMS/Tools.pm: Added UTF-8 flags deletion from multibyte
	characters when files are opened.

	* lib/PandoraFMS/DB.pm: Added mysql_enable_utf8. It enables character
	semantics (support for multibyte characters).

Description
