These are the test adjustments corresponding to the normative PR

June 2024 TC39 meeting.

Justin Grant 425716345f Test Temporal.Instant w/ trailing zeroes in offset 
I noticed a small test hole in codecov: we weren't testing
Temporal.Instant parsing with trailing zeroes in the offset.
I also didn't see fractional offset testing, so added that too.

Philip Chimento 2d015b700a Temporal: Add tests for time zone annotation with critical flag

Adds tests for ISO strings with named and numeric offset time zone
annotations, with and without the critical flag, with various combinations
of Z and offset in front of the annotation.
