Mike Pennisi ade6d2e384 Remove "NotEarlyError" object
Because expectations regarding error "phase" are now expressed via test
meta-data, the test runner may now enforce this requirement on negative
tests.

Remove the "NotEarlyError" from the project source. This reduces the
amount of domain knowledge required to author tests and lessens the
potential for inconsistencies between tests.

Test262 is the official ECMAScript (ECMA-262) conformance suite.

Test262 tests conformance to the continually maintained draft future ECMAScript standard found at http://tc39.github.io/ecma262/ , together with any Stage 3 or later TC39 proposals. It is maintained by Tom Care (@tcare) with significant contributions from many in the ECMAScript community.
