ShellPkg/CommandLib: Locate proper UnicodeCollation instance
Original code locates the first UnicodeCollation instance in DXE Core protocol database. It's not correct considering multiple UnicodeCollation instances exist in system. The patch changes logic to find the one that matches the current system language.
