SourceLevelDebugPkg PeCoffExtraActionLibDebug: Convert X64/IntHandler.asm

The BaseTools/Scripts/ConvertMasmToNasm.py script was used to convert
X64/IntHandler.asm to X64/IntHandler.nasm.
