Ruiyu Ni 8315563285 MdeModulePkg/PciBus: Revert "disable all BME when entering RT"
This reverts commit 050763db07.
  "MdeModulePkg/PciBus: Disable BME of all devices when entering RT"

We met some compatibility issues when doing Windows S4 resume.
Reverting the BME disabling patches to fix the S4 resume issue.

Ruiyu Ni 050763db07 MdeModulePkg/PciBus: Disable BME of all devices when entering RT
The patch ensures all DMA transactions are blocked after
ExitBootService.
If a platform enables IOMMU before and needs disable IOMMU after
ExitBootService, the IOMMU should be disabled after PCI bus driver
disables BME.

Ruiyu Ni b5cbef4eff MdeModulePkg/PciBus: Fix bug that doesn't produce BusOverride
It's a regression of below commit:
SHA-1: 8be37a5cee
* MdeModulePkg/SecurityStubDxe: Defer 3rd party image before EndOfDxe

When PciBus driver fails to load the Option ROM, it doesn't produce
BusOverride protocol. It was a correct behavior before the above
commit. But due to the above commit, BusOverride protocol never is
produced by PciBus driver.

The patch fixes this issue using the following solution:
1. PciBus records the image device path when LoadImage fails.
2. Override.GetDriver() tries to look for the image handle using
   the stored image device path.

Jiewen Yao 11a6cc5bda MdeModulePkg/PciBus: Add IOMMU support.
If IOMMU protocol is installed, PciBus need call IOMMU
to set access attribute for the PCI device in Map/Ummap.

Only after the access attribute is set, the PCI device can
access the DMA memory.

Ard Biesheuvel 065ae7d717 MdeModulePkg/PciBusDxe: make OPROM BAR degradation configurable
The 'universal' PCI bus driver in MdeModulePkg contains a quirk to
degrade 64-bit PCI MMIO BARs to 32-bit in the presence of an option
ROM on the same PCI controller.

This quirk is highly specific to not just the X64 architecture in general,
but to the PC platform in particular, given that only X64 platforms that
require legacy PC BIOS compatibility require it. However, making the
quirk dependent on the presence of the legacy BIOS protocol met with
resistance, due to the fact that it introduces a dependency on the
IntelFrameworkModulePkg package.

So instead, make the quirk configurable, by introducing a feature flag PCD
'PcdPciDegradeResourceForOptionRom' which defaults to TRUE only for X64.

Zeng, Star 6036e94dc9 MdeModulePkg: INF/DEC file updates to EDK II packages
1. Usage information in INF file comment blocks are either incomplete or incorrect.  
This includes usage information for Protocols/PPIs/GUIDs/PCDs/HOBs/Events/BootModes.  
The syntax for usage information in comment blocks is defined in the EDK II Module Information (INF) Specification

Wei Liu 5624a27dde MdeModulePkg: introduce PcdPciDisableBusEnumeration
Platforms such as Xen already enumerates PCI bridges and devices. Use
this PCD to control EDK2 behavior.

PcdPciDisableBusEnumeration is placed under [PcdsFixedAtBuild,
PcdsPatchableInModule, PcdsDynamic, PcdsDynamicEx], so that it is
possible to alter it during runtime.

The default setting of this PCD is false (allow full PCI enumeration) to
preserve the same behavior before this change.

rsun3 aeeb84bab4 Some existing PCI adapters with UEFI option ROMs make unaligned requests through the PCI I/O Protocol. Add support for unaligned requests in the PCI IO protocol implementation in the PCI Bus driver to be compatible with those UEFI option ROMs.
This solution defines a PCD Feature Flag to enabled support for unaligned requests through the PCI I/O Protocol.  This flag is disabled by default. Platforms that do want to support such EFI/UEFI drivers that make unaligned PCI I/O requests should enable this feature.

rsun3 d40483911c Fix bugs in the PCI bus driver to support SR-IOV.
1. Expand the type of Offset in the _PCI_BAR structure from UINT8 to UINT16, because a VF BAR’s offset may be >= 0x100;
2. Enable ARI Capable Hierarchy for SR-IOV devices at earlier time because FirstVFOffset and VFStride of a SR-IOV device may change after its ARI Capable Hierarchy is set;
3. Change type of PcdSrIovSupport, PcdAriSupport, PcdMrIovSupport from FeatureFlag to [FixAtBuild, PcdDynamics], which allows SR-IOV/MR-IOV/ARI feature can be turn on/off dynamically, typically via a setup option.
4. Change PCI bus scan algorithm in PciScanBus() to prevent the case where some ARI extended functions may be skipped in the scan loop.

mdkinney 188e4e8444 Remove unnecessary use of FixedPcdxxx() functions and [FixedPcd] INF sections. These should only be used for PCDs that are used to pre-init global variables, pre-init global structures, or size arrays.
Do some minor clean ups to INF files
