For build testing coverage, add the newly introduced MM_STANDALONE
versions of the fault tolerant write (FTW) and variable runtime
driver to MdeModulePkg.dsc. Note that the resulting binaries will
not be able to run, since they rely on dummy implementations of
MemoryAllocationLib and HobLib.

MdeModulePkg/Universal/DebugSupportDxe/DebugSupportDxe.inf does not
build for AARCH64 since it does not provide the needed PlDebugSupport.h
header. So move the module to a x86 only section.

DxeSmmPerformanceLib previously is used by DP tool.
But in new pweformance infrastructure, we have updated
Dp tool to get the performance data from firmware
performance data table in ACPI.
Now the DxeSmmPerformanceLib is not used by
any module. So remove it from edk2 code base to
avoid being used by mistake.

This commit adds the PEI BlockIo support for NVM Express devices.
The driver will consume the EDKII_NVM_EXPRESS_HOST_CONTROLLER_PPI for NVM
Express host controllers within the system. And then produces the
BlockIo(2) PPIs for each controller.
The implementation of this driver is currently based on the NVM Express 1.1
Specification, which is available at:

Because the DxeResetSystemLib calls gRT->ResetSystem(), make sure
the gRT->ResetSystem() implementation doesn't call into
DxeResetSystemLib to avoid chicken-egg issue.

EBC build failure is caused by d7a09cb86a.
It changes MAX_UINTN and MAX_ADDRESS definition as below. VarCheckUefiLib
and DxeCore uses MAX_UINTN and MAX_ADDRESS in the global data initialization.
New style has >> operator, and not supported by EBC compiler.
The fix is not to build VarCheckUefiLib and DxeCore for EBC arch.

This implements support for non-discoverable PCI compatible devices, i.e,
devices that are not on a PCI bus but that can be controlled by generic PCI
drivers in EDK2.
This is implemented as a UEFI driver, which means we take full advantage
of the UEFI driver model, and only instantiate those devices that are
necessary for booting.
Care is taken to deal with DMA addressing limitations: DMA mappings and
allocations are moved below 4 GB if the PCI driver has not informed us
that the device being driven is 64-bit DMA capable. DMA is implemented as
coherent, support for non-coherent DMA is implemented by a subsequent patch.

Non-discoverable devices need to be registered explicitly by the platform.
Introduce a helper library that takes care of this.
This implementation currently only supports registering devices that are
covered by one or more MMIO resources. The underlying protocol allows for
more flexibility than that, but this is currently sufficient for the use
cases that we know about.

The driver uses the GraphicsInfo HOB and GraphicsDeviceInfo HOB
passed from PEI to find the graphics controller to manage and
produce the GraphicsOutput protocol.
GraphicsInfo HOB and GraphicsDeviceInfo HOB are created by
a PEIM which initializes the graphics controller hardware in
PEI phase.

The two libraries are created to support old BootLogoLib to

Add a driver to publish EDKII_PI_SMM_COMMUNICATION_REGION_TABLE, so that
other DXE driver can consume this table directly. NOTE: This is sample driver.
A platform may uses its own way to define default SMM communication buffer
region and publish information in its own
EDKII_PI_SMM_COMMUNICATION_REGION_TABLE.
This is designed to meet Microsoft WSMT table definition on FIXED_COMM_BUFFERS
requirement.
