Replace the elaborate but awkward handling of FDT images using device
paths and string PCDs initialized to 128 spaces with a simple scheme
involving a set of builtin DTBs and a bit of runtime logic to select
between them.
This is sufficient for ordinary use, which makes it more suitable as
reference code. Note that overriding the DTB presented to the OS can
easily be done with a UEFI application that simply installs a new DTB
image under the existing FDT configuration table GUID.
For this module, this simply involves removing all code that is involved
in deciding which platform we are running on, and for reasoning about
FDT device paths.

Interestingly the build used to succeed even with missing leading '0x'
prefix for a hex value before the commit 0613ccbd13
("CorebootPayloadPkg/PciHostBridgeLib: Fix the wrong PCI resource limit")
With the above commit, luckily we get
...
raise BadExpression(ERR_ARRAY_ELE % self._Token)
BadExpression: This must be HEX value for NList or Array: [e6].
This patch fixes the above error by adding the missing '0x' prefix to
the hex value.

On the FVP base and foundation models, the default file name
used to retrieve the FDT depended on the values assigned to
model parameters (GIC related model parameters).
Now, in addition to the fallback "fdt.dtb" file name (used for legacy
reason), only one default file name is used :
- "fvp-base.dtb" for the base model.
- "fvp-foundation.dtb" for the foundation model.

The NorFlashDxe uses an explicit 'BEFORE xxx' Depex declaration to
ensure that it is dispatched before VariableRuntimeDxe, and uses the
file GUID of the latter as 'xxx' explicitly to accomplish that.
However, when enabling UEFI Secure Boot, this breaks down since the
authenticated VariableRuntimeDxe is a completely separate driver, with
a different GUID. Also, the hardcoded dependency on gEfiVariableGuid,
which is not used under UEFI Secure Boot, needs to be factored out in
order to allow this driver to be used.
So clone NorFlashDxe.inf into NorFlashAuthenticatedDxe.inf, and fix
up the dependencies so they refer to gEfiAuthenticatedVariableGuid and
SecurityPkg/VariableAuthenticated/RuntimeDxe/VariableRuntimeDxe.inf
instead.

This driver implements the interface for the PL111 Lcd controller.
The LcdPlatformLib allows to set the platform specific requirements
needed by the platform for setting the LCD (oscillators, etc).
ArmPlatformPkg/ArmVExpressPkg: Implement LcdPlatformLib
This library exports the supported resolutions. It also allocates the
memory for the framebuffer and send the correct settings to the VExpress
motherboard microcontroller.

The Variable Storage is now formated by the NOR Flsah driver.
Force the NOR Flash driver to be loaded before the Variable Service
DXE driver. And check if the Non Volatile Storage exists in NOR flash.
If not, the driver writes the correct header.
