ArmPlatformPkg/ArmVExpressPkg: Add PL180 MCI support to ARM RTSM

The MMC controller is accessible through the ARM RTSM model.
A filesystem can be added on a MMC file to be accessible through the
UEFI firmware running on RTSM.
