Jeff Fan 94f63c765f UefiCpuPkg/MpInitLib: Add MicrocodeDetect() and load microcode on BSP

  1. ProcessorSignature is updated to CPU_MICROCODE_PROCESSOR_SIGNATURE
     instead of UINT32.
