Liu, Zhiguang ef01d63ef3 UefiPayloadPkg: Connect all root bridge in PlatformBootManagerBeforeConsole 
Some ConIn or ConOut device may not in the first root bridge, so connect all
root bridge  before detect ConIn and ConOut device.
