Liming Gao bf8e99a4a0 MdePkg: Add four PcdGetSize() API in PcdLib ...

Add below four PcdGetSize() API in PcdLib header file. They can be used
to get the size of PCD value.
FixedPcdGetSize()
PatchPcdGetSize()
PcdGetSize()
PcdGetExSize()
