Our docs already instruct users to "Choose one connection direction" between two nodes. Hence, one of two HA nodes is already in "split brain" for at most one reconnect interval after start. Hence, the little additional delay of the first authority distribution introduced here can't be a problem, so the later activation is safe.

The earlier deactivation is even desired, so that at least no new connections are established and exchange events which data output backends and/or the notification component won't notice. The later activation is desired for the same reason.
