These tests did not fully cover Temporal.Duration.prototype.round and
Temporal.Duration.prototype.total because they called those methods on a
blank duration (all components zero), for which there is an early return
in round() and total().
This meant that we missed an assertion that would be hit after the early
return.
This makes sure to test both blank and non-blank Durations with these
relativeTo strings, and expect some strings to fail at different steps
with the two cases.

Remove the existing "instant-string-limits.js" that only applied to APIs
where ToTemporalInstant was called. Add "argument-string-limits.js" tests
everywhere ISO strings are converted.

Tweak some tests to provide coverage of new execution paths in the spec,
such as calling GetOptionsObject inside ToTemporal___; add a few new tests
for things that weren't covered before, such as rounding a PlainDateTime
at the edge of the range; and tweak the tests verifying when the
properties of the options bag are read, which I made a mistake in #4119.

These are no longer possible without custom objects. Also add an exception
for calendar and timeZone properties in property bag observers so they are
not treated as objects.
Many tests tested some functionality while asserting that there were no
calls of calendar or time zone methods. We can continue testing the
functionality, but there are no more methods to call, so we can delete
those parts of the tests.
It's no longer possible to fake built-in time zones using custom objects.
So testing DST shifts will have to use real built-in time zones. Replace
TemporalHelpers.springForwardFallBackTimeZone with America/Vancouver (it
was modelled on the DST transitions in 2000) and
TemporalHelpers.crossDateLineTimeZone with Pacific/Apia (it was modelled
on the 2011 switch to the other side of the international date line.)
These tests have to move to the intl402/ folder since non-Intl-aware
implementations are allowed (but not required) to support any built-in
time zones other than UTC.
In many cases we created a TimeZone or Calendar instance from a built-in
time zone or calendar. These tests can be trivially adapted to just use
the string ID.
Adapts the tests that checked arbitrarily long loops, to now check that an
exception is thrown if the loop would happen.
Adds tests that exercise the newly added checks on return values of
getPossibleInstantsFor and getOffsetNanosecondsFor that limit UTC offset
shifts to 24 hours or less.
Also updates some step numbers in related tests.
Adapts or removes tests that relied on creating durations that are now out
of range. Adds new tests for maximum in-range and minimum out-of-range
durations.
In the AO DisambiguatePossibleInstants, a PlainDateTime instance is passed
to user code. This instance should have the built-in ISO 8601 calendar.
Here are some tests that ensure it does.

Note the monkeypatch of getPossibleInstantsFor in test/built-ins/Temporal/
TimeZone/prototype/getInstantFor/argument-builtin-calendar-no-array-
iteration.js.
Other than that, all the tests are basically identical.
This commit verifies that ISO strings with sub-minute offsets cannot
be parsed into time zone identifiers. This was a change introduced in
the recently-merged tc39/proposal-temporal#2607, but tests for this case
were missing from #3862 (the tests for that PR).
I noticed in codecov results on an unrelated PR that this case wasn't
being tested, so fixing that mistake now.

This PR stops coercing non-string primitive inputs to strings
in Temporal methods, to avoid cases where numbers
are coerced to syntactically valid but often unexpected

implementation of dateFromFields/monthDayFromFields/yearMonthFromFields so
that the returned object gets the receiver as its calendar after chaining
up to the builtin implementation.

The `relativeTo` parameter in an options bag may be undefined, a PlainDate
instance, or a ZonedDateTime instance. Each of these three possibilities
causes a different set of observable operations, which we can test in our
existing order-of-operations tests.
There are additional observable operations that occur when providing an
`offset` property in a relativeTo or ZonedDateTime property bag. We can
test these in our existing order-of-operations tests.
