Some platform support dynamic clocking, which is controlled by some
jumper setting or hardware registers. Result of that is that PCD
PL011UartClkInHz would need to be updated for frequency change.
This patch implements support for dynamic frequency for PL011 uart.
This patch implements default lib, which is using Pcd. Platform which
needs dynamic clocking needs implement PL011UartClockLib

The LcdPlatformGetTimings interface function takes similar sets of
multiple parameters for horizontal and vertical timings which can be
aggregated in a common data type. This change defines a structure
SCAN_TIMINGS for this which can be used to describe both horizontal and
vertical scan timings, and accordingly redefines the
LcdPlatformGetTiming interface, greatly reducing the amount of data
passed about.

The function ArmPlatformInitializeSystemMemory() is defined by
ArmPlatformLib, but is only ever called when using the PrePeiCore
flavor of the startup code. Also, none of the remaining upstream
platforms actually implement anything in that function in the first
place. So let's just remove it altogether.

The only user of ArmPlatformLib's ArmGetCpuCountPerCluster () is itself
an ArmPlatformLib implementation, i.e., ArmVExpressLibRTSM.
Given that we'd prefer to get rid of ArmPlatformLib entirely, let's
remove ArmGetCpuCountPerCluster () from the API as a first step.

The PL011 code in ArmPlatformPkg is organized in a weird way: there is
a single PL011Uart.h header file under Include/Drivers containing both
register definitions and function entry points. The PL011Uart library
itself is in Drivers/ but it is actually a library.
So let's clean this up: add a new PL011UartLib library class and associated
header file containing only the library prototypes, and move the library
itself under Library/ using a new GUID, with the register definitions moved
into a local header file.

ARM TZASC-380 IP provides a mechanism to split memory regions being
protected via it into eight equal-sized sub-regions. A bit-setting
allows the corresponding subregion to be disabled.
Several NXP/FSL SoCs support the TZASC-380 IP block and allow
the DDR connected via the TZASC to be partitioned into regions
having different security settings and also allow subregions
to be disabled.
This patch enables this support and can be used for SoCs which
support such a partition of DDR regions.

On some platforms the UART clock is not the same for all the serial
ports. The PL011 driver must be capable of handling serial ports with
different clock rates, so must not rely on a PCD for the clock rate.
This patch allows the UART clock rate to be passed as a parameter
to PL011UartInitializePort(), which is called from the serial port
library. This patch also contains the corresponding changes in the
serial port library.
The PCD in Drivers/PL011Uart is replaced by an extra parameter for
PL011UartInitializePort. The PCD is moved to Library/PL011SerialPortLib
to supply the value to pass.
A corresponding patch to ArmVirtPkg is included in the same bundle to
align that with these changes.

Support multiple PL061 controllers. If platform gpio driver couldn't be
found, PL061 gpio driver will continue to load PcdPL061GpioBase as the
register base.
It could be compatible with the use case of current PL061 gpio driver.

The PL061 GPIO controller is a bit of an anachronism, and the existing
driver does nothing to hide this - leading to it being very tricky to
read.
Rewrite it to document (in comments and code) what is actually
happening, and fix some bugs in the process.

Now that we removed all references to the ArmGlobalVariable definitions
in the various lowlevel PrePi and PrePeiCore init routines, and removed
the PPI and HOB references from PlatformPeim, it is time to say goodbye

pl011 releases earlier than r1p5 has a fifo depth of 16 bytes, whereas
version r1p5 upwards has a fifo depth of 32 bytes. The pl011 driver was
hardwired to 32 byte depth, causing dropped characters on some platforms
(including default settings on FVP Base and Foundation models).
Update driver to select 16 or 32 on port initialization by checking the
component revision.

Use the command to load and start a ARM Executable File from mass storage.
This is basically just an ELF file. The program is copied to memory and
the Entrypoint is called. Control is not expected to return back to the
Shell. This has only been tested on AArch64 with a limited set of AXF
binaries.

based files. AXF files are processed by the Flash loader and the ELF header

ArmPlatformGetPrimaryCoreMpId returns the MPID of the primary core.
The primary core might not be known at build time (eg: the platform allows
the boot CPU to be changed through board config).
This function is used during the secondary core stack initialization to know
the position of the secondary core in the SoC.
A secondary core that is at the position N, with N greater than the primary
core position, will be at the position N-1 in the list of secondary stacks
(the primary core has its own separate bigger stack).
