Removing rules for Ipf sources file:
* Remove the source file which path with "ipf" and also listed in
[Sources.IPF] section of INF file.
* Remove the source file which listed in [Components.IPF] section
of DSC file and not listed in any other [Components] section.
* Remove the embedded Ipf code for MDE_CPU_IPF.
Removing rules for Inf file:
* Remove IPF from VALID_ARCHITECTURES comments.
* Remove DXE_SAL_DRIVER from LIBRARY_CLASS in [Defines] section.
* Remove the INF which only listed in [Components.IPF] section in DSC.
* Remove statements from [BuildOptions] that provide IPF specific flags.
* Remove any IPF sepcific sections.
Removing rules for Dec file:
* Remove [Includes.IPF] section from Dec.
Removing rules for Dsc file:
* Remove IPF from SUPPORTED_ARCHITECTURES in [Defines] section of DSC.
* Remove any IPF specific sections.
* Remove statements from [BuildOptions] that provide IPF specific flags.
The following rules are specially proposed by package owner:
* Remove CommonIpf.dsc file.
* Update Common.dsc file, to remove the section with IPF key.

Add top level License.txt file with the BSD 2-Clause
License that is used by the majority of the EKD II open
source project content. Merge copyright statements
from the BSD 2-Clause License files in each package
directory and remove the duplication License.txt
file from package directories.

Edk2 enables Os option and ms_va_list in GCC tool chain.
This change makes VA_LIST is not pointer, and cause GCC failure.

UEFI2.1B corrects the guid value of gEfiManagedNetworkProtocolGuid.
ECP package updates its value in ManagedNetwork.h, but miss the one
in EdkIIGlueLib.

SmmBaseHelper uses the same name global variables to the one in
SmmMemoryAllocateLib. Update SmmBaseHelper to use SmmMemLib

We strongly prefer that contribtions be offered using the same license
as the project/module. But, we should document other acceptable
licenses for contributions.
This will allow package owners to more easily know if they can accept
a contribution under a different source license.

The architecture specific folders must be capitalized (first letter as
a capital letter and the remaining letters in lower case) (INF spec -
2.2.4 Naming Conventions).
The BaseTools only support this requirement for INF revision prior to
0x00010005 (mainly used by EdkCompatibilityPkg, EdkShellPkg, UEFI SCT).
