The PL011 code in ArmPlatformPkg is organized in a weird way: there is
a single PL011Uart.h header file under Include/Drivers containing both
register definitions and function entry points. The PL011Uart library
itself is in Drivers/ but it is actually a library.
So let's clean this up: add a new PL011UartLib library class and associated
header file containing only the library prototypes, and move the library
itself under Library/ using a new GUID, with the register definitions moved
into a local header file.

SerialPortInitialize() set the BaudRate variable (type UINT64) as:
BaudRate = (UINTN)FixedPcdGet64 (PcdUartDefaultBaudRate);
This commit fixes a potential problem on ARM 32-bit builds, where the
UINTN type is defined as UINT32, by removing the cast:
BaudRate = FixedPcdGet64 (PcdUartDefaultBaudRate);

On some platforms the UART clock is not the same for all the serial
ports. The PL011 driver must be capable of handling serial ports with
different clock rates, so must not rely on a PCD for the clock rate.
This patch allows the UART clock rate to be passed as a parameter
to PL011UartInitializePort(), which is called from the serial port
library. This patch also contains the corresponding changes in the
serial port library.
The PCD in Drivers/PL011Uart is replaced by an extra parameter for
PL011UartInitializePort. The PCD is moved to Library/PL011SerialPortLib
to supply the value to pass.
A corresponding patch to ArmVirtPkg is included in the same bundle to
align that with these changes.

The PCDs used in the PL011 UART Driver and Serial Port Library are
inherently "fixed at build". This change updates the source to use
Fixed PCDs for these values. This improves clarity and efficiency.

To be compliant with the UEFI specification it is required to update SERIAL_IO_MODE with the values set.
This prototype change allows to get the value used inside SerialPortSetAttributes().

Formerly only the header was defined and it was expecting the SerialPortExtLib
interface to be implemented by SerialPortLib if supported. This behaviour was
not conform to the EDK2 framework.

EmbeddedPkg/SerialDxe was not allowing to set/get the control of the
Serial connection because the needed functions were not exposed in
SerialPortLib.h.
This commit introduces an additional library to extend the SerialPort
features.

This library can be linked to different types of driver (Serial Console,
