oliviermartin 695df8ba90 ArmPlatformPkg: Introduction of gArmPlatformTokenSpaceGuid.PcdCoreCount 
On ARM PLatforms, there is no standard way to know how many cores are
available on the platform.
This PCD is expected to contain this number.
