This patch fixes the following Ecc reported error:
File header doesn't exist File header comment missing
the ""Copyright""
Even though a copyright is present in the header file,
the leading '*' char prevents the Ecc tool from detecting it.
According to the edk2 coding specifcation, section 5.2.3
"File Heading", there should not be leading '*' char.

* Remove the source file which path with "ipf" and also listed in
[Sources.IPF] section of INF file.
* Remove the source file which listed in [Components.IPF] section
of DSC file and not listed in any other [Components] section.
* Remove the embedded Ipf code for MDE_CPU_IPF.
Removing rules for Inf file:
* Remove IPF from VALID_ARCHITECTURES comments.
* Remove DXE_SAL_DRIVER from LIBRARY_CLASS in [Defines] section.
* Remove the INF which only listed in [Components.IPF] section in DSC.
* Remove statements from [BuildOptions] that provide IPF specific flags.
* Remove any IPF sepcific sections.

The current interdepencies between the PrePeiCore SEC module, the
platform PEIM and ArmPlatformLib is a bit awkward: due to the fact
that ArmPlatformLib is also used by SEC modules, we cannot use PEI
specific facilities in the implementation of ArmPlatformGetBootMode.
However, given that we call that library function /after/ invoking
PlatformPeiLib, there is no way for that library to set the boot mode
other than resorting to tricks like notification callbacks on arbitrary
unrelated events.
ArmPlatformLib should probably be phased out anyway, given its quirky
nature, but for now, let's fix this particular issue by deferring the
call to PlatformPeim() to after the point where we set the boot mode
by calling ArmPlatformGetBootMode ().
While we're at it, clean up the code slightly by using PeiServicesLib
instead of doing double pointer dereferencing.

Problems have been encountered because some of the source files have
execute permission set. This can cause git to report them as changed
when they are checked out onto a file system with inherited permissions.
This has been seen using Cygwin, MinGW and PowerShell Git.
This patch makes no change to source file content, and only aims to
correct the file modes/permissions.

Now that we dropped all ArmPlatformGlobalVariableLib dependencies,
there is no longer a need to query the ArmGlobalVariable PPI and install
the ArmGlobalVariable HOB. So remove it.

Some AArch64 platforms have RAM and flash devices >4GB.
Update some additional Pcd entries to 64-bit, and change
the corresponding PcdGet32 calls to PcdGet64.

- ArmPlatformNormalInitialize() has been renamed into ArmPlatformInitialize()
- Make the function be called at the early stage of the PEI phase as some
platforms require their interconnects or clocks to be initialize before any
access to Timers or UARTs.

This library hides where the 'XIP' Global Variable are located in the memory.
It is expected the Sec/PrePi modules define the Global Variable area through
the GlobalVariable HOB.
The ArmPlatformGlobalVariableLib library allows access to global variables by
their offsets in this region.

The denomination 'Normal' was used to make reference to the 'Normal'
or 'Non Secure' or 'Non Trusted' world.
To avoid confusion, this prefix has been removed from PCDs to define
the normal world.
The PCDs explicitely related to the Secure/Trusted World continue to
have the 'Sec' prefix.

- PlatformPeiLib: declare the platform HOBs
- PlatformPeim: PEIM wrapper for the library

Some platforms require some of their controllers to be initialized in Secure world.
This function make the difference between Secure and Normal world platform initialization.
ArmPlatformPkg/ArmPlatformLib: Introduce ArmPlatformNormalInitialize
Contain the code that initializes platform controllers that would be initialized in Normal World
by PlatformPei.
